Why are these guys smiling?
Having failed to raise money from private individuals, investment funds or sovereign wealth funds, John Mack and Vikram Pandit, 
the CEOs of Morgan Stanley and Citibank are leaving Washington with a big check from the U.S. government so they can remain solvent. No wonder they’re feeling pleased with themselves.
